The highway
administration section of Dalian is mainly responsible for
highway construction,maintenance and management. It is under
the jurisdiction of Dalian Transportation and Port Administration
Bureau in terms of administration and turn over to Liaoning
province highway management bureau in terms of industry.It
governs the Jinzhou District,Lvshunkou District,Ganjingzi
District, Pulandian District,Zhuanghe City,Wafangdian City
,Changhe Country ,totally 7 highway management segments.The
highway management segment govern Maintaining Company,Highway
Engineering Company,Road Affairs Management Section, be
responsible for protecting the production respectively ,engineering
construction and road affairs management. According to the
need of vocation management, the highway established the
Engineering Section ,Protecting Section, Road Affair Section,
Stat.Section,Country Road Section, Finance Section, Political
work Section,Office,totally 8 business sections. Responsible
for engineering construction, the highway protection, the
highway management,planning ,Stat.and equipment, the security
management, construction of the country class highway and
protection,the finance management, the party found publicization
and office management .Moreover, still establish 1 temporary
organization:The engineering of revising and extending for
Shenda superwayhighway advertizing for ground ,3 section:The
Secretary Section ,Moving Section and Financial Affair Section.
In the past 22 years since the establishment of the Highway
Administration Section of Dalian, under the leading of each
party-committee and goverment, the whole municipal highway
made great progress and obtained the excellent achievement.Passing
by the implement of the 4 five- years -plans, by 2001 year-end,
the total mileage in whole municipal highway attains 4422
kilometers, thereinto the high class road and the a second
high class road is 2478 kilometers , the rate of the black
road spreads to pack attains 56%, highway density of each
100 square kilometers is 35.2 kilometers , the rainny and
suuny be open to traffic mileage is 4318 kilometers ,gradational
highway is 4420 kilometers, account for 99.9% of total mileage
in highway. There are municipal 2201 bridges ,and 58985.5
m total , the rate of bridge kit is 88.7%, the first- class
road attains 292 kilometers , the second- class road attains
1463 kilometers.The mileage of the whole municipal the first
and the second- class highway occupys ranks the first in
the whole province.It is basal to realize the target of
superhighway expedite in each area, and city, the first
class road links each area, city hall located, the whole
109 municipal villages all connect oil road, the 1472 administration
village all connect the highway ,became the first step of
economic activities with the main framework of Shen-Da superhighway
and big Huanghai , Haipi highway,the East-West ,horizontaland
vertical intervein , well-found highway in function net
and regarding Dalian as the center, going directly to each

condition is steadying to increase.By 2001, the whole city
protects all levels highway totally 4321 kilometers , among
them ,the country province trunk line is 785 kilometers
, the county class highway is 1479 kilometers , country
class highway is 2057 kilometers.The all levels highway
year-end assessed the mileage is 4321 kilometers ,the rate
of good road is 81.5%, compare with 2000 at the same period
,increases 1.5%,the highway above the county class assessed
the mileage 2264 kilometers ,the rate of good road is 75%
at the end of the term, compare with 2000 at the same period,
increases 1.6%, the maintain synthesize value is 76.1 marking,the
average rate of good road yearly is 77.8% in all levels
of the whole city, compare with 2000 at the same period,
increases 0.6%, the average rate of good road above county
class yearly is 83.1%,compare with 2000 at the same period,
increases 1.2%.
